The best Pokémon packs to open, ranked by odds and value

Every set and sealed product we track, ranked by how much card value it returns per dollar and what it costs on average to pull a Special Illustration Rare.

New to pull rates? The terms in 30 seconds
“1 in 92 packs”
On average, you'd open 92 packs to pull one. It's an average, not a promise: you could hit it in pack 3 or go 300 without one.
SIR (Special Illustration Rare)
Full-art cards with special artwork. Usually a set's most valuable pulls.
IR (Illustration Rare)
Art cards of single Pokémon. More common than SIRs, and often collected as a set.
Hyper Rare
The gold cards. Among the rarest pulls in modern sets.
Double Rare / Ultra Rare
The ex and full-art cards that make up most of a set's hits.
Booster box / ETB
A booster box has 36 packs. An Elite Trainer Box (ETB) has 9, plus sleeves and accessories.

“Best” depends on what you’re opening for. We ranked every set and sealed product we track three ways: how much card value it gives back for every dollar you spend, what it costs on average to pull a Special Illustration Rare (SIR), and how kind its odds are per pack. The short answer: at today’s prices nothing we track pays for itself on average, but some products lose far less than others.

Key takeaways

  • Best value right now: a loose pack of Crown Zenith, at about $25.82, returns $0.77 in hit-card value per $1. Every other product returns less.
  • Best sealed product: the Crown Zenith Elite Trainer Box returns $0.62 per $1, and comes from a sealed box rather than a loose pack someone could have searched.
  • Cheapest way to an SIR: a 30th Celebration mini tin, at about $254 spent per SIR on average.
  • Kindest odds per pack: 30th Celebration, with an SIR in about 1 in 20 packs. See every set’s odds.
  • Booster boxes beat ETBs per pack in all 18 sets that have both, so a box gets you more chances for the money.
Hit value back per $1 spent, each set's best product: Crown Zenith Loose pack $0.77, 30th Celebration Mini tin $0.52, Temporal Forces Booster box $0.39, Astral Radiance Loose pack $0.38, Ascended Heroes Loose pack $0.35. The best product to open in each set#

For every set, we priced each sealed product at today’s market, worked out what an average pack’s hits are worth, and kept the product that returns the most per dollar. “Back per $1” below $1.00 means you get back less than you pay, on average. The ranking also shows what you’d spend on average per SIR and your chance of at least one SIR in the product.

"Back per $1" is the average market value of a product's tracked hit cards for every dollar it costs; below $1.00 you get back less than you pay. "Spent per SIR" is the average cost of the packs it takes to pull one Special Illustration Rare. Extras like promo cards, sleeves, and dice aren't counted. TCGplayer market prices as of Oct 12, 2026.

Two things stand out. A pricey pack can still rank first if its hits are worth enough: Crown Zenith leads at about $25.82 a pack because an average pack’s hits are worth about $19.91. And within a set, every pack has the same odds and the same cards, so the best product is simply the one with the lowest price per pack.

The cheapest way to pull a Special Illustration Rare#

If you’re opening for a big hit rather than overall value, the number that matters is how much you’ll spend, on average, before an SIR shows up. That’s the price per pack divided by the SIR rate.

Kind odds and a cheap pack together win here. 30th Celebration leads at about $254 per SIR. “Any SIR” isn’t the one you want, though: a set’s luck is split across all its SIRs, and our guide to pulling one specific SIR shows why buying that single is usually cheaper.

If you can find packs at MSRP#

At list price the ranking flips toward older and special sets, because their cards are worth more than their original pack price suggests. At MSRP, 7 of the 24 sets we track would return more than they cost, led by Crown Zenith at $4.43 per $1. The catch is finding them: most of those sets’ packs now sell well above list price.

"Hits worth" is the average market value of the tracked hit cards in one pack: each rarity's pull rate times the average price of its cards. Commons, uncommons and reverse holos aren't counted, and the ranking uses today's pack price where we have one. TCGplayer market prices as of Oct 12, 2026.24 of 24 sets return less than a pack costs.

Booster box, ETB, or bundle?#

The pack inside is the same in every product from a set, so your odds per pack don’t change. What changes is the price per pack and how many packs you get. In all 18 sets that come in both, a booster box costs less per pack than an Elite Trainer Box today, so it buys more chances. An ETB makes sense if you want the sleeves, dice, and storage box. Our booster box vs ETB vs bundle guide covers what’s inside each.

What this means if you like opening packs#

  • No product is a money-maker on average. Budget for the fun, and expect most packs to return less than they cost.
  • Price per pack decides most rankings. The same set can be a good open at one price and a poor one at another.
  • Chasing one card? Buy the single. Use open or buy the single to check.
  • Mixing products on a budget? The pack mix calculator finds the best combination for your money.

The flip side of this list is our worst sets to open and the worst pull rates.

Where these numbers come from#

Pull rates come from verified openings in our evidence registry; each set page lists its sources and sample sizes. Card and sealed prices are TCGplayer market prices, cards ungraded and Near Mint. “Hits worth” multiplies each tracked rarity’s pull rate by the average price of its cards, the same method our methodology page describes. Commons, uncommons, reverse holos, and box extras aren’t counted.

Pull rates and card prices in this article come from our evidence registry and were last checked on Oct 12, 2026. Figures from outside sources, like grading fees, link to where they came from. Rates update as new verified openings come in; see our methodology for how we combine studies. Probabilities are estimates from published samples, not guarantees. Not financial advice.
